The Weatherization Assistance Program (WAP) provides assistance to low-income households, particularly the elderly and homes with young children, to conserve energy and reduce high utility bills to assist in becoming more self-sufficient.

Weatherization utilizes cost-effective, energy efficient improvements to the home free of charge while ensuring the heath and safety of people served through a series of sophisticated analyses of individual homes. These analyses take the whole-house approach that encompass the building envelope, its heating and cooling systems, its electrical system, and both gas or electricity consuming appliances.

Because the goal is to reduce energy consumption by making the home more energy-efficient, renovations and cosmetic improvements are not included. Typical weatherization measures MAY include caulking, weather-stripping windows and doors; patching holes in the building envelope; adding ceiling, wall or floor insulation; sealing an AC duct system; tune-up, repair or replacement of inefficient heating and cooling systems; analyzing gas heating appliances for both efficiency and safety; performing tune-ups, modification or possible replacement; and analyzing indoor air quality to minimize chronic health conditions due to air pollutants.

All of the above items may not apply to every home.

To be eligible for services, Texas households must apply and earn no more that 150% of the FPGL for utility assistance. All gathered information is confidential.
