The Diversity, Equity, Inclusion and Accessibility (DEIA) Department centralizes the City’s efforts to prioritize and operationalize accessibility, diversity, equity, inclusion and integrity across departments and services. The DEIA Department unifies strategic planning and reduces duplication by consolidating staff from previously discrete offices, those being the Office of Equity, the Office of Municipal Integrity and the Disability Access Office.

The DEIA Department’s work is both proactive and responsive. On the proactive side, the DEIA Department trains City staff in equity strategies and fraud prevention, and it reviews City facilities and projects to ensure physical accessibility for users of all abilities. Examples of the DEIA Department’s reactive work include providing employees and community members with a central hub to report complaints or allegations of waste, fraud, violations of the Americans with Disability Act (ADA), Title VII of the Civil Rights Act of 1964, and the City’s Non-Discrimination Ordinance (NDO). The DEIA Department also plays a key role in promoting diversity across departments, Boards and Commissions and the community.

Individuals with Access & Functional Needs

Each person's needs and abilities are unique, but every individual can take important steps to prepare for all kinds of emergencies and put plans in place. By evaluating your own needs and making an emergency plan, you can be better prepared for any situation.

A commitment to planning today will help you prepare for any emergency situation:

Consider how a disaster might affect your individual needs.

  • Plan to make it on your own, at least for a period of time. It's possible that you will not have access to a medical facility or even a drugstore.
  • Identify what kind of resources you use daily and what you might do if they are limited or not available.
  • Build A Kit with your unique consideration in mind.  What do you need to maintain your health, safety, and independence?

Who are Individuals with Access and Functional Needs?

  • Those with hearing difficulties may need to make special arrangements to receive emergency warnings.
  • Single working parents and those with limited English proficiency may need help planning for disasters and emergencies. Community, faith-based, and cultural groups may be able to help keep people informed.
  • People without vehicles may need to make transportation arrangements.
  • People with special dietary needs should take precautions to have an adequate emergency food supply.

The City of San Antonio believes that every resident deserves to be treated with dignity and respect, and provided fair access to opportunities. If you think you have experienced discrimination based on your identity, you will want to read more about the NDO to see if it applies to your situation.

The Non-Discrimination Ordinance (NDO) provides protection from discrimination in the areas of city employment, city contracts and subcontracts, appointments to Boards and Commissions, housing, and public accommodation. Within these areas, people are protected from being discriminated against on the basis of their race, color, religion, sex, sexual orientation, gender identity, veteran status, disability, familial status, national origin or age.

The NDO therefore does provide employment discrimination protection for individuals employed with and/or seeking employment with businesses who have a contract with the City, and it does apply to allegations of employment discrimination by private businesses; however, charges involving private businesses with 15 or more employees are investigated by the Equal Employment Opportunity Commission.

This NDO only applies to incidents that happen within the San Antonio city limits, so if your incident happened elsewhere, please check the ordinance for that area.
