The Family Self-Sufficiency (FSS) program is a voluntary five-year incentive program that allows Housing Choice Voucher and Public Housing residents to accrue money in an escrow account as their earned income increases, allowing participants to become self-sufficient.

Any increases in the family’s rent as a result of increased earned income during the family’s participation in the program results in a credit to the family’s escrow account. Once a family successfully graduates from the program, they may access the escrow and use it for any purpose. The FSS program does not affect eligibility for continued housing.

Upon successful completion of the FSS program, the escrow money saved can be used for any financial or educational goal the participant chooses. While completing homeownership and credit counseling classes may be required goals, the main purpose of the FSS program is to educate and transition FSS participants towards economic independence and financial empowerment.

The FSS Coordinator works with FSS participants in creating a plan to meet both individual and program goals. In conjunction with community partners, participants will be assisted with the tools needed to become self-sufficient, including but not limited to:

  • Job Skills Training
  • Employment counseling
  • Educational and scholarship opportunities
  • Homeownership classes and counseling
  • Financial literacy classes and counseling

All Bexar County residents receiving assistance through the Housing Authority of Bexar County’s (HABC) Housing Choice Voucher or Public Housing programs are eligible to participate in the FSS program, including all adult family members. As the requirement of the program dictates, only earned wages are calculated for the escrow incentive.

Habitat for Humanity of San Antonio is an ecumenical Christian non-profit housing organization working in partnership with God’s people in need to build modest, decent, and affordable houses without interest or profit, thereby witnessing God’s love in action.

Seeking to put God’s love into action, Habitat for Humanity of San Antonio brings people together to build homes, communities, and hope.

Monthly payments average $600 (including taxes and insurance).

In our 40-year history, we have less than a 1.5% foreclosure rate.

We work with families whose total income is between 20% – 70% of the area's median income (AMI).

Families are accepted to the Habitat program based on their need, ability to pay a zero percent interest mortgage, and their willingness to partner.

Applicants must be residents of Bexar County.

Once accepted, homeowners are eligible to buy a home from Habitat with a 20 – 25 year zero percent interest mortgage.

Families spend a minimum of 300 hours investing in “sweat equity,” where they support and help build their own homes and the homes of their neighbors.

Families partner with us and contribute a minimum of 300 hours of sweat equity, 15-20 hours of Home Owner Readiness classes and pay a minimal down payment on their mortgage. Mortgage payments are around $600 a month and include taxes and insurance.

MAUC is launching a housing project, the MAUC Housing Center that will initially start on San Antonio’s Westside. MAUC will begin the project on the Westside and then expand to MAUC’s services areas in San Antonio. The MAUC Housing Center will be a laboratory for addressing housing-related needs and opportunities and can serve as a model for the implementation of new, more equitable housing investment strategies.

The MAUC Community Housing Center will educate, empower and link clients to community partners that will increase economic development opportunities, enhance financial empowerment and wealth building for low to moderate income families.

 

Goals of the MAUC Community Housing Center:

Housing is a foundational issue for long-term goals such as increasing economic mobility for families in San Antonio to achieve neighborhood-scale revitalization. The MAUC Housing Center Pilot seeks to measurably strengthen the San Antonio housing market in the following ways:

• Connect low and moderate-income residents to housing resources appropriate to their needs and opportunities.

• Leverage greater investment in housing on San Antonio’s Westside, including a mix of homeownership and rental properties that respect the cultural and historical assets of the Westside.

Our Casas Resident Council allows first-time home buyers to purchase an affordable, single-family home in San Antonio.

Our Casas has provided affordable housing, homebuyer education, and foreclosure prevention services to low-moderate income families since 1990. Our HUD-certified Housing Counseling Agency and City certified Community Housing Development Organization, prepares families for homeownership, and prevents foreclosure. 

Upcoming Affordable Home Projects:

-Westside/Kayton Homes--due by mid-2025, this project consists of three, 3BR, 2BA homes in the Southeast part of San Antonio.

-Apache Creek/Dario Chapa Casitas--due by mid to late-2025, this project continues our production of casitas for $100,000 or less in the near Westside.

The Executive Director of the nonprofit says tackling the affordable housing issue this way helps not just the family, but also improves the neighborhood by removing an empty lot putting a house there.

“It’s helping a family meet that American dream of homeownership that is what has been driving the country forever, and we want to make sure that everyone has an opportunity,” said Zeke Romo, Executive Director of Our Casas Resident Council. "You bringing a vacant lot into the tax rolls for example this home over 100 years will bring in with taxes $5000 per year and no telling other kind of income with the family shopping in the neighborhood and eating at restaurants all over the west side.”

The nonprofit is looking to purchase more vacant lots in different parts of the city where affordable housing is desperately needed.

The organization is already accepting applications for purchase.

As the cost of housing continues to cause economic pressure on San Antonio residents, partnerships with Our Casas Affordable Homes Project are vital,” District 5 Councilwoman Teri Castillo said. “Our families deserve quality housing, and the addition of this home with a casita in the 78207 shows our City’s commitment to supporting San Antonio residents by providing accessible housing.”

The creation of a family home is the culmination of systemwide efforts to align our funding streams, partnerships, and resident services to promote homeownership and reinvestment back into our neighborhoods.

In 2017, the Office of Urban Redevelopment (OURSA) sold five lots to Our Casas to build five single-family homes that would be sold to eligible first-time homebuyers who are earning 80 percent of the Area Median Income or less, which is an annual income of $63,750 for a family of three. 

Affordable homeownership through infill development demonstrates the power of collaborating with our housing partners to expand access to housing stability and opportunity for our families.

Most agencies believed that homebuyer education and counseling benefited clients at all income levels, but many said that the services most benefited low- to middle-income clients.

Homebuyer education workshops typically are interactive, use a variety of tools, and host guest speakers on specific topics such as the role and services of lenders, real estate agents, insurance agents, home inspectors, and closing attorneys. Some 96 percent of the agencies have lenders, realtors, or housing inspectors teach part of their workshops. Most agencies require the guest instructor to follow the set curriculum, and many have requirements concerning whether the guest instructors can mention their own business, service, or product.

  • This program serves low-income individuals and families
  • Individuals, families, or groups
  • Those who are tenants, homeowners, homeless, or homebuyers, may receive counseling from HUD-approved and HUD funded housing counseling agencies.
  • Your household income must be below 80% of the area median income (AMI). The AMI is updated annually by the Department of Housing and Urban Development (HUD) and varies by county.
  • You must have a valid Social Security number or Individual Taxpayer Identification Number (ITIN).
  • You must be a U.S. citizen or a legal immigrant.
  • Activities:

         -Eligible housing counseling activities can include: rental, default,               homeownership, homeless and reverse mortgage counseling for              senior homeowners.

Coverage Area:This program covers residents of the following counties: Bexar County, TX, Comal County, TX and Medina County, TX.

Our Casas has provided affordable housing, homebuyer education, and foreclosure prevention services to low-moderate income families since 1990. Our Casas received 10,000 for Housing Counseling from the Texas Foundations Fund (TFF). The grant will continue to support their already success proven, HUD-approved, comprehensive housing counseling program.

They counsel over 300 prospective home buyers, providing them with the necessary tools and resources to make this transition smoothly. By organizing and motivating these families, Our Casas Resident Council Incorporated plays a significant role in helping them improve their economic standing and secure a more stable future.

Tips Before Applying :

  • Get all of your documentation in order: When you apply for low income housing, you will need to provide documentation of your income, assets, and household composition. This documentation may include tax returns, pay stubs, bank statements, and birth certificates.
  • Be careful and accurate on all information provided: Any false or misleading information on your application will most likely result in your disqualification.

Our housing counselors provide you with custom - tailored guidance as you prepare for homeownership.

In our session we will:

  • Determine how much home you can afford
  • Build your credit and reduce debt
  • Create a budget and build savings
  • Become mortgage ready
  • Plan your next steps to start your homeownership journey

Housing counseling appointments are scheduled at your convenience during our business hours. Counseling sessions are typically 60-90 minutes long (depending on your needs) and can be conducted over video call, by phone or in person at our Homeownership Center at 847 Steves Ave.

You will be asked to complete a counseling intake packet and provide us with documentation for your financial assessment. Although all counseling sessions are free of charge, NHSSA charges a $25 fee, per borrower, to obtain your credit report for the housing counseling session.   A credit report is comprehensive and collects data from the three major credit bureaus.  The type of credit report we pull is a "soft inquiry", meaning it will not impact your credit score.  Once you call our offices and decide to set an appointment, an NHSSA counselor will provide you with the counseling intake packet and options to pay for your credit report.

The Fair Housing Council of South Texas staff conducts housing counseling services for consumers who want to know about their rights under the Texas Property Code and Fair Housing Act.

Staff provide consumers with information about their rights, make suggestions about how to resolve their housing issue, and, as appropriate, make referrals to other organizations that may be able to assist the consumer with a non-fair housing related problem.

A housing counseling session can also be done in person at our office by appointment only. To make an appointment, please call (210) 733-3247, ext. 101.

The Neighborhood Assistance Corporation of America (NACA) provides comprehensive housing counseling and access to an incredible mortgage.

The NACA Mortgage offers everyone the same below-market fixed interest rate with no down-payment, no closing costs, fees, points, or PMI.

Eligibility:

  • Member or anyone in the household cannot own another property when they close on the NACA mortgage.
  • Member must occupy the home as long as they have a mortgage obtained through NACA.

Unlike a refinance, mortgage modification can change the interest rate or term of your current mortgage. Our advocates will help you negotiate with your lender based on your financial hardship.

Signing up below is the first step in the Home Save program for at-risk homeowners needing an affordable mortgage payment or homeowners needing funds to make important repairs. Click here to sign up.

Any homeowner can apply for a mortgage modification, even if you did not get your mortgage through NACA. To start your HomeSave process you must first become a NACA Member.

Our advocates can help you for free, whether or not you got your mortgage through us.
